The mana cost is kind of a drawback. Howling mine is cheaper and much easier to cast, and it doesn't have the shuffling effect, so I'd say this card is very well balanced.
Legendary is hardly a draw back. It's really just making sure you don't play too many at once. I have never seen a game when legendary caused significant issues.
Are you seriously comparing this yo Howling Mine? Howling Mine has the major draw back of your opponents drawing extra cards. This has no such draw back, it really has no draw back of reliance. And since when is 3 mana hard to get? I can usually get that out by turn 3. (I know; amazing, right?)
Yes, I was seriously comparing this to Howling Mine. I can see now that it was a flawed comparison, but your reaction was a bit exaggerated. Keep it in perspective. It's just a card game.
I can also see that the shuffling effect is optional, so it's not actually a drawback at all. I still maintain that it being legendary balances it though. There can only be one in play at a time, so you only end up drawing one more card per turn.
One extra card is a lot. It essentially doubles the speed of your deck which would make it impossible to out-do. Do you understand how powerful it is to draw two cards every turn?
